E-commerce plays a significant role in helping economies benefit more from trade. The World Bank mentioned in its report Taking Advantage of e-commerce published in Feb 2019, that “e-commerce can help to lower the costs of trade for exporters and lower the prices for consumers”. As well as “reduce barriers to disadvantaged people such as women, disabled or isolated communities”.
In Laos, stories are emerging of entrepreneurs finding success in e-commerce, such as LOCA, the largest ride hailing app in Laos or LOCA Gro, the newest on-demand e-commerce service for grocery shopping. Meanwhile, bank services are increasingly shifting as demand for e-commerce grows locally, helping to shape a regulatory environment and payments eco-system that can support online merchants. The Asia Foundation published in a recent article that the Covid-19 Pandemic has had a significant impact on the economy, prompting “the urgent need for innovation arising from the pandemic is an opportunity to increase direct support to MSMEs and to speed up e-commerce adoption”. The Government of Laos has taken meaningful steps in the regulation of e-commerce, however some obstacles to remain. Can merchants be fully supported by mobile banking and electronic payments? Are requisite skills, such as online marketing and digital content for MSMEs, readily available in local talent pools? Is infrastructure being developed to reduce logistics costs and ensure reliable delivery of goods?
